I'm currently working on Realmshade game. 

Free tools I use and recommend:

• Game Engine - Godot;
• Modeling - Blockbench for simple low-poly models and Blender for complex stuff;
• Texturing - Aseprite (paid) for pixelart, Paint.NET for general raster image operations, Inkscape to draw vector images;
• Sound - Audacity.
